This is a type of marketing that requires the utmost sensitivity to reader interest. If the person or persons you are sending a newsletter to does not want to receive it then the odds are 95% that you are wasting your time. And for the few who do open and read your newsletter most of them will look for a way to unsubscribe to it, even if they did not subscribe to it to begin with.

There are a number of services that will allow you to create an e mail message that looks like a newsletter except that it is the actual content of the message represented by the e mail.
